VISION
An internationally recognized center for higher education within the JBLFMU educational syste, using the Expanded Tertiary Education Equivalency and Accreditation Program as the education delivery mode in producing graduates who are empowered, highly motivated, and globally competitive in the maritime industry.

MISSION
To provide access to higher formal JBLFMu education to deserving seafarers by establishing equivalency standards and comprehensive assessment of prior learning and relevant work experience.

What is ETEEAP?
The  Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) is an educational assessment scheme which gives credit to knowledge, skills, and prior learning obtained by individuals from non-formal and informal experiences. By establishing equivalency competence standards and a comprehensive assessment system employing written tests, interview, skills demonstration, and other creative assessment methodologies, JBLFMU administers competency-based evaluation. A Panel of Assessors convenes to determine candidates knowledge, skilss, and attitudes relevant to the maritime discipline, and consequently, equivalent credit and appropriate degrees are awarded by JBLFMU.

The mandate of this program is embodied in Executive Order 330 issued by President Fidel B. Ramos on May 13, 1996, as an offshoot of the recommendation of the first employment  summit in September 1995.

Recrutiment, Selection, and Admission

A.    Entrance Qualifications
1.    A Filipino citizen
2.    At least a high school graduate or recipient of a PEPT placemenr equivalent to first year college
3.    An onboard experience of at least 5 years or 60months in seafaring-related occupations
4.    At least 25 years old with his/her birth certificate to support his/her claim.

B.    Admission Requirements
The admiussion qualifications are based in ETEEAP gudielines and other stipulated entries as required by the institution and other regulatory agencies such as MARINA< PRC< TESDA< STCW ’95, etc.

1.    The applicant  must present the original document and submit two photocopies of each of the following:
       1.a. Birth Certificate
       1.b. Application form obtained from the ETEEAP office, JBLFMU
       1.c. School credentials from the school/college/university last attended
            * honorable dismissal
            * transcript of records
            * diploma and
            * other pertinent documents required by the office

       1.d. Certificate of Service of at least 5 years or 60months in the profession from the
               company (shipboard and land-based)
       1.e. Certificate of Proficiency from practitioner, if applicable
       1.f. Certificate of Proficiency from TESDA, if applicable
       1.g. Training certificates and other related trainings, i.e STCW, SOLAS, MARPOL, etc
       1.h. SIRB  (Seaman’s Book) photocopies of entries relevant to five years of sea service
               experiences
       1.i.POEA contracts or other related employment contracts
       1.j. PRC licens/s, if any
       1.k. Lists and proofs of related experiences
